Food & Quality Contribution despite "contribution-free" kindergarten?

Attending private elementary educational and care facilities is contribution-free or heavily subsidized in Vienna for all children until the compulsory schooling age begins, as the city of Vienna promotes the parental contribution. Excluded from this are costs for meals and special offers in the facility concerning the infrastructure and/or pedagogical work.
